It might be derived from ᴹ√KAB “hollow” as suggested by Raccoon in a Discord chat from 2022. If so, its general meaning might be “*container”.

The Gnomish Lexicon of the 1910s has G. colc “chest, box” (GL/26), clearly a cognate to ᴱQ. KOLKA “a box” from the contemporaneous Qenya Lexicon (QL/47). Early Noldorin Word-lists of the 1920s instead has ᴱN. cón {“fierce” >>} “box” (PE13/140).
Neo-Sindarin: For purposes of Neo-Sindarin, I would adapted the Gnomish word as ᴺS. colch “box, chest” for better compatibility with ᴺQ. colca “box”.
